Connecticut Cannabis Laws 2026: What's Legal for Adults and Patients

Connecticut legalized recreational cannabis in 2021 and opened adult-use stores in 2023. Here's what you can carry, grow and how the potency tax works.

TL;DR

Adults 21+ can carry up to 1.5 ounces and keep up to 5 ounces at home or locked in their car. Home grow is allowed indoors: 6 plants per adult (3 mature), 12 per household. Sales carry state and local sales tax plus a THC potency tax. Connecticut also protects most workers from being punished for off-duty use.

Connecticut lawmakers legalized adult-use cannabis with SB 1201, which took effect on July 1, 2021. Licensed stores began adult-use sales on January 10, 2023. Medical cannabis has been legal since 2012. The Department of Consumer Protection (DCP) regulates the market.

Is weed legal in Connecticut?

Yes, for adults 21 and older. Bring a valid ID showing you're 21+. Visitors can buy too.

How much can you carry and keep?

Limit Adults 21+
On you in public Up to 1.5 ounces
At home, or locked in your car's glove box or trunk Up to 5 ounces

Going over these limits can bring fines and, for larger amounts, criminal charges.

Where can you use it?

Private property is the place. You can't use cannabis anywhere smoking tobacco is banned, and towns can ban it in public spaces like parks, beaches and sidewalks. Landlords can prohibit smoking on their property.

Can you grow cannabis at home?

Yes, indoors only. Since July 1, 2023, adults 21+ can grow up to 6 plants (no more than 3 mature), with a limit of 12 plants per household. Plants must be indoors, in a secure area out of public view. Growing outdoors is a serious offense.

Medical cannabis in Connecticut

Patients with a qualifying condition can register with the DCP's medical marijuana program. Medical purchases are exempt from cannabis taxes, and patients have higher limits and priority access.

Taxes on cannabis in Connecticut

Adult-use purchases carry Connecticut's regular 6.35% sales tax, a 3% municipal tax, and a THC potency tax that's higher for edibles than for flower. Medical purchases are tax-exempt.

Driving, work and housing

  • Driving: Driving impaired is illegal, and using cannabis in a moving vehicle is banned for drivers and passengers.
  • Work: Connecticut is one of the states that protects most workers from being punished for using cannabis off the clock. Employers can still ban use and impairment at work, and some jobs (like those involving safety or federal funding) are exempt.
  • Housing: Landlords can ban smoking on their property.

Old marijuana convictions

Under its 2021 law, Connecticut automatically erased convictions for possessing under 4 ounces that happened between January 2000 and September 2015. Convictions from October 2015 through June 2021 can be erased by petition.

Is anything changing in 2026?

No major changes to Connecticut's adult-use limits took effect in 2026 that we're aware of. State lawmakers continue to tighten rules on intoxicating hemp products sold outside licensed stores.

Federal law in 2026

Federal law still treats recreational cannabis as illegal. In April 2026, the federal government moved marijuana sold under a state medical license (and FDA-approved cannabis medicines) to Schedule III, but adult-use cannabis is still Schedule I. That means it's still banned on federal land and can't legally cross state lines, even between two legal states.

Separately, a federal ban on intoxicating hemp products takes effect in two steps: synthetic and converted cannabinoids like delta-8 lose their legal status on November 12, 2026, and naturally derived hemp THC (THCA flower, hemp delta-9 edibles and drinks) on December 11, 2026.
